Relations of the Republic of Tajikistan with the Federal Republic of Germany
Bilateral and multilateral relations
Introduction. Diplomatic relations between the Republic of Tajikistan and the Federal Republic of Germany were established in 1992.
Ambassador extraordinary and Plenipotentiary Of the Federal Republic of Germany to the Republic of Tajikistan is Andreas Protmann (since November 2019).
Ambassador extraordinary and Plenipotentiary Of the Republic of Tajikistan to the Federal Republic of Germany is Dr. Sattorov Imomudin Mirzoevich (since January 2022).
At the same time, the Embassy of Tajikistan in Germany is responsible for maintaining and developing relations with Poland and the Czech Republic. The Republic of Tajikistan is also represented in the Free and Hanseatic City of Hamburg and Schleswig-Holstein.
Main tools of bilateral relations are negotiations and the annual intergovernmental consultations, the inter-ministerial political consultations of foreign ministries, mutual visits of politicians, representatives of parliaments, ministries of defense, power structures, business forums, direct cooperation of educational and research institutions and cooperation within international organizations.
Tajikistan and Germany also cooperate within the framework of the European Union and other international organizations. The parties consider it important to continue cooperation within the framework of the Pakistan, Afghanistan and Tajikistan Regional Integration Program (PATRIP).
One of the results of this project is the construction of a border bridge in the town of Kokul and Shamsiddin Shokhin district and the organization of border bazaars.
The European Union strategy for Central Asia, the Berlin Initiative-Green Central Asia are clear examples of cooperation between Tajikistan and Germany in the framework of regional projects.
Legal framework. The regulatory basis of bilateral relations is the legal framework of the two countries. Currently, there are 40 bilateral documents signed between Tajikistan and Germany.
Military cooperation
In October 7-8, 2014, representatives of the Ministry of Defense of the Republic of Tajikistan and the Ministry of Defense of Germany (Bundeswehr) held a conversation in Berlin. During this meeting, the issues of sectorial cooperation on the organization of training courses for specialists were discussed.
The German Armed Forces Service (Bundeswehr) annually allocates quotas for Tajik military personnel to participate in training courses and training programs within the framework of military cooperation between the Republic of Tajikistan and the Federal Republic of Germany.
Regional cooperation within international organizations
Tajikistan and Germany are members of a number of international organizations and good relations have been established between the countries within the framework of the UN, OSCE, EU, WTO and UNESCO.
In order to improve cooperation between the countries of Central Asia, the European Union adopted a New Strategy for the countries of Central Asia in 2019, the main purpose of which is to develop mutual relations taking into account new opportunities, strengthen regional cooperation in the field of security, the development of relations between Afghanistan and the countries of Central Asia.
Tajikistan considers it important to continue mutually beneficial cooperation between the countries of the region and the European Union within the framework of the new Strategy to improve the economic, transit, transport and energy capabilities of the countries of Central Asia, improve the investment climate, support small and medium-sized businesses, help to minimize the effects of climate change, ensure sustainable development of the region, modern border management and eliminate security threats to all countries of the Central Asian region.
Tajikistan and Germany are building cooperation within the framework of the "German initiative on water for Central Asia" (Berlin Process) and highly appreciate the importance of cooperation in the field of energy and water issues for the region and the world.
The main goal of the initiative of the Federal Republic of Germany is sustainable development and peace in the region through joint action in the field of water resources management in Central Asia, and joint cooperation between the countries of the region and the Federal Republic of Germany on this issue.
At the international level, a wide range of issues are considered within the framework of international organizations, in most of which the positions of Tajikistan and Germany are close. Among other things, Tajikistan's water initiative was supported by Germany, Tajikistan supported Germany's candidacy to join the United Nations Security Council as a non-permanent member, the Advisory Committee on administrative and budgetary questions (ACABQ) and the UNESCO Executive Board for the period 2019-2023.
